Ever get confused as to which council is responsible for what in your area? See the guide below on the different services provided by Oxfordshire County Council (OCC), Cherwell District Council (CDC) and Upper Heyford Parish Council (UHPC)
What Council Does What?
Planning & Building Control
OCC - Strategic planning only (e.g. minerals/waste)
CDC - Local Planning Applications, listed building control, permissions
UHPC - Can comment on planning proposals in Upper Heyford.
Housing & Homelessness Help
CDC - Council housing & homelessness support.
Environmental Health & Animal Control
CDC - Noise/pest control, stray dog services
Community & Village Amenities
CDC - Local parks, leisure info, community grants
UHPC - Oversees village hall, reading room, play areas, local events, community notices and consults with residents.
Local Issue Reporting
OCC - Report roads/right of way issues to OCC via their contact form or phone
CDC - Street cleaning, fly tipping reports
UHPC - Helps co-ordinate resident reports and escalate to the right council
Local Representation
OCC - County councillor supports Upper Heyford on county services
CDC - District councillors represent Heyford ward issues at CDC
UHPC - Parish councillors deal with very local community matters

OCC - Roads, footpaths, street lighting, public transport information (e.g. bus passes). Customer services can direct you to the right team.
UHPC - Can flag very local issues (small pathways, local traffic concerns) and liaise with OCC

Waste & Recycling
CDC - Household recycling and waste collections, bulky waste bookings, bin queries. Contact via CDC 01295 227001 or online forms on the CDC site
Council Tax & Benefits
CDC - Council tax billing, business rates and benefit support. CDC customer services 01295 227001
